Police constable offered $1m bail on murder, shooting charges

KINGSTON, Jamaica — A police constable was on Wednesday offered bail on murder and shooting charges in the St James Parish Circuit Court arising from a 2025 incident in which one man was fatally shot and another injured.
Constable Randy Campbell, 37, is accused of shooting a man known only as Kyron, who later succumbed to his injuries, and then shooting another man during an incident on April 29, 2025.
The allegations are that Campbell intervened in a dispute between his sister and her neighbour over the flow of water between their adjoining properties.
During the argument, Kyron confronted Campbell. Kyron was later joined by a friend who attempted to take a photograph of the licence plate of Campbell’s nearby car.
The prosecution alleges that Campbell became infuriated, pulled his firearm and shot Kyron. He then allegedly turned the firearm on the other man and shot him.
However, it was revealed in court that Campbell had given a written statement shortly after the incident in which he claimed that the two men had attacked him.
The court also heard that the incident occurred inside the yard of Campbell’s sister.
Campbell is represented by King's Counsel Peter Champagnie.
He was offered bail in the sum of $1 million with strict reporting conditions and is scheduled to return to the Circuit Court on April 29, 2027.
