Two cops charged following Indecom probes
KINGSTON, Jamaica—Two members of the Jamaica Constabulary Force (JCF) have been charged in connection with two separate incidents investigated by the Independent Commission of Investigations (Indecom). Corporal Randy Campbell, who was a constable at the time of the incident, appeared before the St James Parish Court, charged with murder and wounding with intent. A nolle prosequi was entered, and a voluntary bill of indictment was proffered to have the matter involving Corporal Campbell transferred from the St James Parish Court to the St James Circuit Court. Corporal Campbell’s charges arise from an off-duty shooting incident resulting in the death of Kyron Cameron and injury to another man on April 29, 2025, in Granville, St James. The cop alleged that the two men were attempting to disarm him, which resulted in him firing his weapon. Indecom’s investigation uncovered evidence that was inconsistent with the officer’s account. Corporal Campbell was granted bail in the sum of one million dollars with one to three sureties and reporting conditions. The matter is scheduled for a case management hearing on April 29, 2027. Additionally, District Constable Lennox Lawood appeared before the St Thomas Parish Court, by summons, charged with assault occasioning actual bodily harm. The charges are in relation to the assault of a man on December 22, 2025, on Seaforth main road in St Thomas. CCTV footage obtained during the investigation of the incident corroborates the complainant’s allegation of the officer’s use of force against him, which was reported as an unprovoked slap to the face. The court recommended that an assessment be conducted and a report prepared to assist in determining whether the accused cop is fit to plead. The matter returned to court on December 14, 2026. With these charges, the total number of law enforcement officers charged in 2026 in relation to incidents investigated by Indecom has risen to 20. This comprises 18 members of the JCF, including one former constable and two correctional officers. The charges relate to shooting and assault investigations. Following Indecom’s investigations, the matters were submitted to the Office of the Director of Public Prosecutions (ODPP), which issued rulings for charges to be laid. The two cops were placed before the court on October 7, 2026.
