World Bank outlines 12-month reform plan to support Haiti’s recovery
PORT AU PRINCE, Haiti (CMC) — Haiti is to undertake a series of reforms aimed at strengthening governance, restoring public confidence and addressing the underlying causes of violence and instability under a new 12-month framework supported by the World Bank. The Washington-based financial institution says the Compact for Prevention and Recovery, developed in partnership with the Haitian Government and international stakeholders, establishes measurable commitments designed to accelerate the country’s recovery. The agreement outlines 14 reform commitments across four priority areas: justice and security, governance and anti-corruption, economic stability and taxation, and sustainable employment and investment. Haiti’s Minister of Economy and Finance, Serge Gabriel Colin, said the initiative transforms the Government’s recovery roadmap into a concrete action plan with clear targets and deadlines. “Our focus is clear: concrete action, measurable progress and results when Haiti needs them most,” Colin said. The World Bank said implementation will be monitored through two progress reports, with the first assessment scheduled after six months, in April 2027. If satisfactory progress is achieved, the institution will consider additional financing to support Haiti’s recovery and establish a longer-term framework covering another three years. The initiative will also involve cooperation with the International Monetary Fund, the Organization of American States and several United Nations agencies. World Bank Country Manager for Haiti, Anne-Lucie Lefebvre, welcomed the Government’s commitment, describing the proposed reforms as essential to rebuilding public trust and creating conditions for sustainable recovery. She reaffirmed the bank’s commitment to supporting Haiti in implementing the measures and addressing the country’s ongoing economic and security challenges.
